UPDATE 2018:  It had appeared that both Adam and Susan had found a way to escape the dire situation at 605 Paseo del Mar.  On behalf of the neighborhood, we thanked God for their new, improved situation and wished them the best of fortune this year and moving forward.  However, as we have learned more, it appears that for some reason they have maintained their fealty to Desire Kocarslan.  More real truth, vs. lies on what transpired at 605 Paseo del Mar is forthcoming.  Stay tuned.

Neighbors of 605 Paseo del Mar have witnessed over the course of 2017 a very hard working man attending to maintenance outside 605 Paseo del Mar.  Even during the 2017 Christmas holiday season when he appeared injured wearing a sling to support his shoulder/collar/arm, the worker appeared from the street to be slaving away sanding the home’s front door.  One would expect this kind of labor to be valued in the market at a minimum of $10/hour (minimum wage); assuming a minimum of 40 hours/week of work, this would amount to at least $1,600/month of labor.

We have been informed that Desire Meli Kocarslan had built illegally (w/o PVE City permit) a shabby, unsafe (fire hazard to occupant) loft above the cars in 605 Paseo del Mar’s garage.  Neighbors suspected this was the case after noticing a poorly constructed (not even close to Code), seemingly not watertight window on the roof over this garage.

We now have been informed that this hard working maintenance laborer, who reportedly found himself homeless around the time of becoming associated with Kocarslan, is living in inhumane conditions in this “loft” over the cars in her garage.  Reportedly, he is being compensated a mere $100/week ($400/month) and given the illegal, inhumane living conditioned loft as living space.   See photos below.

City of Palos Verdes Response? As usual, Nothing.  Palos Verdes Estates municipal management’s Deputy City Manager Sheri Repp Loadsman was informed of the illegal loft in September 2017 at the time that illegal short-term rental (AirBnB) activity was reported at the same location.  As of December 2017, no action appears to have been taken to rectify this illegal garage loft.  This is despite clear, multiple violations to the City’s municipal code, building code, and California State labor (clearly being compensated well below minimum wage).

    1. Is that Adam Collras in the photograph aiming that gun from the driveway of the house? OMG! I see in the picture the person is wearing a tank top and seems to have a sling on his left arm. Why would he take that kind of risk – does he have a parole officer or anything like that? Isn’t it a crime to be on one’s driveway with a gun out in the open?

      1. Has the PVE Police Dept. been shown this photo of the gunman yet? Is there a warrant for this guy’s arrest?

    2. Whoever is holding that gun, even if a BB gun, in the photo soon may find himself in jail if my reading of the California Penal Code is accurate:

      “… any person who willfully discharges a BB device in a grossly negligent manner which could result in injury or death to a person is guilty of a public offense and shall be punished by imprisonment in a county jail not exceeding one year.”

  1. ‘Normal’ people who do something like this receive the full wrath of the City. It is interesting that this person – for 40 years – has been getting away with it!

  2. Kocarslan has a slew of legal problems coming her way from this. Where to start?

    California Labor Law Violations: minimum wage violation, overtime violation, safe work environment violation, recordkeeping violation, sign posting violation, etc. Also, their is a cap on the value Kocarslan can place on the value of the lodging (“lodging credit”) of around $565/month, or approximately 13 hours per week at $10/hour minimum wage (13 hours/week x 4.3 weeks/month x $10/hour). So this laborer reportedly is being paid $965/month ($565 in lodging credit, though nobody in their right mind would pay more than $200/month to live in that squalor in the garage loft, plus $400) for what has to be at least 40-50 hours/week of work. This works out to around $4.50-5.60/hour, again giving Kocarslan the benefit of only 40-50 hours/week of work (probably way more; he works weekends), no overtime (no chance), and the loft being worth $565/month (never could you rent it for that much, particularly since it’s illegal).

    Palos Verdes Building Code: truly zero chance this would get permitted.

    1. As bad as $4.50 to $5.50 an hour sounds for how this guy is being compensated, the assumptions are way too generous for Kocarslan’s benefit according to someone familiar with the situation. He’s getting paid $1-2 per hour if what I’ve heard is right.

      Compensation: $400/month in cash plus housing worth $200/month if you could find someone to pay that for squalid living conditions that are illegal. TOTAL = $600/month

      Hours: 40 hours/week regular plus 30 hours/week overtime (7 days/week at reported 10 hours/day; 4.3 weeks/month). TOTAL = 300 hours/month

      Compensation: $600/300 = $2/hour.

      That’s right. He reportedly is being compensated $2/hour despite regular time minimum wage at $10/hour and overtime requirements taking that to well over $10/hour. This is near slave labor wage level.

  3. I just got an email about this illegal loft situation next door to 609 Paseo del Mar, which is for sale for around $9 million. Do people considering buying 609 Paseo del Mar even know what is going on next door?
